Default Conditioning for breeding

So here's the impossible question..... My Illangi colony is down to 1m and 1f due to a bout of bloat and aggression issues over the last 2 years. I'm really hoping I can get them to breed. They do the dance but no follow through. They are in a 75 with a rock structure at each end. Water temp is 78, Ph 7.6 and they are fed Northfin veggie pellets.
Knowing its almost impossible to get a single pair to breed, any suggestions on how to condition them for successful breeding?

Also raise the ph to the 8.3 -8.6

If I could find yellow Illangi I'd add to the pair I have and go from there but they are pretty scarce around here.
