I have probably changed the interior of my tank around more in the last 7+ years than most people can imagine. That being said, all I have ever done is rinsed them off and put them in the tank. Some rocks have come out of the tank and been thrown in a pile, some have been used in landscaping around the house, and thrown back in the mix at a later date. It's kinda what meets my eye when I am changing things up and a look I want to achieve. Same with the background psc I have used.

I know it is a huge question asked and discussed on many forums, but I have never had a problem with fish or tank in either winter or summer. If your concerned clean them, rinse them, what ever. But I don't think bleach or boiling is necessary.
